JEAN-NOEL RIOU, urodzony w maju 1958 r. w Breście.
Pierwsza jego wystawa odbyła się w 1988 r. Swoje prace wystawiał we francji, Niemczech, Belgii oraz na Florydzie.
Jest członkiem presitżowego Salonu Francuskich Artystów. W 2014 r. otrzymał brązowy medal Grand Palais w Paryżu. Od 2015 r. prezentuje swoje obrazy na Salonie Artystycznym w Grand Palais. Posiada także wiele nagród i wyróżnień od regionalnych władz prowincji francuskich, gdzie pokazywał wystawy swojej twórczości.
